The crew meters everything before they set a single machine. Drywall, the sill plate on top of the foundation, the studs behind the paneling, the subfloor over a crawl space, the wood stair stringers. Each material has a dry standard, and the meter tells them how far above it each spot sits. They mark the wet areas so there is a starting point to compare against.
Then they set air movers to push air across the wet surfaces and dehumidifiers to pull the moisture back out of the air. In a basement that matters more than anywhere else in the house, because a below-grade room in a Massachusetts spring has nowhere to send damp air on its own.
